All other browsers simply don't tell which encoding they are using, and this is
supposed to default to ISO-latin-1 de facto and by later standardization
(RFC-2616).
Firefox 3 rightfully indicates Content-Type: text/html;charset=UTF-8
in its header but we never take this header into account and just decode as if
it was ISO-latin-1.
